A Petition of Thomas Kelly, of Manchester, in the County of Lancaster, was presented,and read; setting forth, That the Petitioner,while attending the Meeting held at Manchester, on the 16th August 1819,was rode down by the Cavalry and trampled upon; his knee was dreadfully crushed, he with difficulty reached his home and was put to bed, from whence he was taken by Police Officers, and lodged in the New Bailey Prison, where he was confined for eleven weeks, and then liberated, without any charge ever being preferred against him; the Petitioner humbly prays That the House will be pleased to institute an inquiry into the transactions which took place at the time and place before-mentioned, in order that the perpetrators of such flagrant acts of outrage and injustice may find that they are amenable to the Laws.
